​Project Description: This project focuses on enhancing the roads in the El Toro Road area (Zone 5) and the Diamond-Crestview neighborhoods (Zone 11A). Work will include site preparation, such as clearing vegetation and mobilizing equipment, followed by the removal and reconstruction of asphalt pavement for smoother and safer travel. We will also grind existing surfaces, replace curbs and berms, and update traffic loops to improve traffic flow. Additionally, the project will involve weed control, crack sealing, and applying a protective slurry seal to extend the pavement's lifespan. Measures will be taken to ensure safe traffic management during construction and to prevent stormwater pollution. Finally, new road markings will be painted, and utility adjustments will be made as needed. These efforts aim to enhance road safety and improve the overall driving experience in the area.

The City of Laguna Beach is planning to resurface El Toro Road between Laguna Canyon Road and south of Aliso Creek Road at the north City Limits and local public roadways in the Diamond Crestview neighborhood. Project information, including a map of streets to be resurfaced, is available on the City’s website at http://lagunabeachcity.net/slurryseal . Construction is scheduled to begin in October and be completed by the end of December 2024. Pavement repair areas will be marked out on the street prior to the beginning of construction.

Preliminary work, consisting of pavement removal and excavation, repairing damaged pavement and sealing cracks is expected to occur during October/November, with roadway resurfacing, slurry seal application, and restriping in November/December. Working hours are 7:30 a.m. – 6:00 p.m. Monday through Friday. You will be notified by door hangers, seven (7) days in advance, with the exact dates of when your street will be closed, or if there are any changes to the project schedule. HOW WILL I BE AFFECTED?

• For all phases of the work, traffic interruptions, noise and dust impacts, and parking restrictions can be expected.

• Some of the preliminary work, such as localized pavement repairs, may require that driveways be closed while the 
  improvements are being made.

• On the day of paving or the slurry seal is applied, the street may be closed entirely to vehicles. To the extent 
  possible, streets will be slurry sealed in stages to allow for continuous access. Some detours may be necessary.

• In most cases, pavement or the slurry seal is cured sufficiently to allow pedestrian traffic after two hours and 
  vehicle traffic after approximately four hours.

• Trash collection and mail delivery services may occur at different times of day but will not be interrupted.

• Emergency access will be provided at all times. 

• Small rocks will break off of the slurry seal as it cures. Debris will be cleaned from streets as necessary.

• All impacts and closures will be minimized to the greatest extent possible.

WHAT CAN I DO TO HELP?

• Complete all proposed private development work adjacent to the paved street, including new driveways, planter walls, utility connections and the like, prior to street resurfacing.

• Trim back all vegetation to at least one foot away from the asphalt pavement.

• Obey traffic and parking signs.

• Don’t park on streets the day they are slurry sealed.

• Keep water from entering the street the day of slurry sealing.

• Arrange home services and deliveries on a date when the street is not affected by work.

 

WHAT CAN I EXPECT FROM SLURRY SEAL?

• The color is typically light brown when applied but turns black as the slurry seal cures.

• The rough appearance is not that of a new street; however, this does not affect the quality as it is not a structural or aesthetic improvement. Rather, slurry seal provides a protective coating for the streets and is designed to seal and extend the life of the pavement.

• The cost for slurry seal resurfacing is approximately one tenth the cost of complete asphalt overlay, making it a very economical method of maintenance.

• Even after streets are re-opened, it takes several months for slurry seal to completely cure. Normal driving on recently slurry sealed streets may cause some tire tracks, especially at the ends of cul-de-sacs, or gouges from turning wheels while the car is not moving. While this will affect only the appearance of the streets, and many times is unavoidable, much of this will disappear with time and traffic.
